The Bureau for Global Health at the U.S. Agency for International Development (USAID) supports field health programs, advances research and innovation in selected areas relevant to overall agency health objectives and transfers new technologies to the field through its own staff’s work, coordination with other donors, and a portfolio of grants. The Bureau is USAID’s center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of child and maternal health and nutrition, HIV/AIDS, infectious disease, population, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs, and influences the global health priorities of the U.S. private sector, U.S.-based foundations, other donor organizations, host country governments, and host country civil society organizations. It also serves as the primary source of technical expertis e and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.
This position is located in the Bureau for Global Health, Office of Professional Development and Management Support (GH/PDMS). The PDMS Office is GH’s hub for critical personnel and operations issues, including workforce planning; Foreign Service assignments, space planning, procurement/supply, records management, ethics matters and related training; information and physical security, and the recruitment, support, and development of GH personnel. The PDMS office interfaces with the Office of Security (SEC) for security clearances and badges; maintains vital records, emergency contact information, Continuity of Operations Planning (COOP) and emergency procedures.
The Program Analyst (Analyst) provides primary support to the PDMS Office Director and Deputy Office Director and secondary support to PDMS Team Leads, Program Managers, and Senior Advisors. The Analyst must have the ability to multitask in a fast-paced, dynamic environment with responsibilities that include interacting with senior staff, managing day-to-day and long range projects, supporting complex analytical tasks such as collecting, compiling and analyzing data in order to identify problem areas, and making recommendations to meet established Office and Bureau goals and objectives. The Analyst receives overall direction and day-to-day management from the PDMS Office Director and Deputy Office Director. The Analyst also works with other members across other parts of the Office and the Bureau. The Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with technical issues and policies pertaining to government staffing, contract staffing, workforce planning, logistics, and budgeting, and must develop a working knowledge of applicable USAID processes, policies and guidelines. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
The Program Analyst will be an essential member of the PDMS Front Office. The Analyst provides support to the Director, performing a variety of both complex and routine administrative and technical duties.

At the GS-9 equivalent level, the Analyst’s time will be split between administrative tasks with regular programmatic and technical tasks that require considerable onsite management oversight and guidance.
Specific duties may include:
* Utilize tracking systems to update the status of DH and NDH staffing across numerous hiring mechanisms, including recruitment, onboarding, and vacancy information;
* Disseminate communications and guidance to Senior Management and other Bureau personnel engaged in DH and NDH staffing and oversight;
* Maintain a library of checklists, templates, and documentation for DH and NDH staffing actions;
* Assist technical staff in supporting DH and NDH actions across Offices;
* Participate in sensitive workforce planning discussions, assisting in the implementation review and development of staffing solutions;
* Assist in development, data collection, and preparation of documents, including authorization documents, action memos, and presentations;
* Schedule, organize, and track meetings and special events;
* Maintain databases and spreadsheets;
* Plan and coordinate logistical support for working groups and events;
* Assist staffing A/CORs in compiling budget and staffing data to ensure timely award management and implementation;
* Coordinate communications and meetings for the Director and Deputy Director
* Document meeting notes and minutes;
* Perform routine and ad hoc data collection and analysis; and
* Assist with the development of team presentations using Adobe, Excel, Google and other software.
Qualification at the GS-9 equivalent Program Analyst level requires a Bachelor’s degree in a related field and a minimum of 3 years of relevant experience, or equivalent combination of education and experience.
Other qualifications include:
* A demonstrated general interest in international development and global health, and in particular demonstrated interest in staffing, contracting, procurement, and budget;
* Strong organizational skills;
* Experience in project administration and management support;
* Advance Google Suite skills;
* Strong analytical and budget skills;
* Strong oral and written communication and comprehension skills;
