The Project Engineer directs, monitors and controls the engineering, design and procurement phases of new generation projects, new transmission projects and conventional facility modifications. The Project Engineer is technically responsible for all engineering, design and procurement related to the projects. They are involved in and contribute at all levels on a daily basis during construction to ensure the cost, schedule and project scope, including any required changes, are under control. The Project Engineer is responsible for, and monitors, the work performed by consultants and other external resources.
Perform a variety of routine tasks that are planned to provide experience and familiarize the engineer with his/her work group, engineering methods, practices, and programs of the Authority. Tasks are limited in scope.
Support more experienced Project Engineers during all stages of the Project Lifecycle for projects and/or programs.
Confirm licensing, environmental, permitting, safety, compliance, etc. requirements are incorporated into the project.
Confirm that engineering, design, procurement, and construction input are incorporated into the project planning process.
Develop and update as necessary the Project Overview Statement/Project Plan for all assigned projects.
Coordinate with Lead Engineer and/or Engineering Lead to confirm that all engineering tasks are being completed in accordance with the project schedule.
Review and comment on engineering drawings and specifications at each submission phase (performance spec, 30%, 60%, 90% etc.) for assigned projects.
Review all project invoices in accordance with the contract documents.
Provide input on schedule and cost variances, as requested.
Develop bid documents and Division 1, with guidance from Senior Project Engineer or Project Manager, and ensure stakeholder feedback and collaboration is solicited and incorporated .
Evaluate bid proposals as they relate to engineering concerns and overall project completion and provides recommendations to Senior Project Engineer or Project Manager.
Prepare Trustee Items, funding authorizations, project budgets, and recommendations for award, with guidance from Senior Project Engineer or Project Manager.
Provide engineering support to field construction personnel at job sites in order to expedite solutions and monitor status of projects.
Work with Senior Project Engineer in developing contract change orders.
Confirm that all field and design changes are coordinated with the project team.
Comply with Asset Management, Configuration Management, Project Governance and Project Controls Policies and procedures.
Follow Authority’s Project Management Policies and Procedures.
Comply with Turnover and Closeout Procedures.
Knowledge, Skills and Abilities
Solid quantitative skills with the ability to analyze data and report results.
General engineering knowledge and a basic understanding of the utility industry required. Perspective at this level is limited to engineering fundamentals.
Clear written communications skills with ability to clearly request data, summarize analysis findings, and write routine internal memos.
Basic oral communications skills are necessary to interact with others in the unit/department.
Good presentation and interpersonal skills.
Ability to make recommendations concerning data analysis procedures. Conclusions will be simple, and based on data analyses.
Aware of changes and advancements in the industry, and develop industry-wide expertise.
Good problem-solving skills.
Education, Experience and Certifications
Bachelor of Science Degree in Civil, Mechanical, or Electrical Engineering or related field.
Minimum of 1 year of project management or engineering experience.
Approximately 25% travel primarily within NY State
Willingness to enter confined spaces and climb/scale power system apparatuses.
Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.
